I was looking at my dex after hatching my Combee, and it says that it evolves at level 21 - and that's it. No mention of it having to be a girl. So my question is, is this a mistake in the dex, or can a male Combee evolve into a Vespiqueen on this site?

It's not a mistake. In this thread, BidoofsAreSassy said:
