Seel gets my vote for being there first and not being from Hoenn, even though Walrein could probably beat Dewgong due to it being a 3rd stage evo.

I pick Seel because Spheal looks ugly after it evolves while Seel does the opposite.

One of my first ever Pokemon games (after Pokemon Red) was TCG for the computer - the base deck has the most useless Seel ever. Forever ruined my impression of it, though I like Dewgong fine.

I like Spheal just a little more, it's round. I always had this mental image of how it'd look rolling around to follow you - especially in that thread where they asked what Pokemon you'd like to see following you in HGSS. I cracked up when I imagined Spheal not seal-walking along, but rolling, head-over-tail

I feel pretty much at an equal level for the two in terms of appearance. They're both very cute in their own ways.
As for battling; Seel isn't that bad. Spheal is almost the same...so...equal.

Spheal, I've always have good experiences when playing Sapphire and Ruby. Seel on the other hand, is a total menace. I remember struggling through the Seafoam islands because of those darn Seels and Dewgongs. I mean, with Spheals, they are somewhat closely related to the game item, "Shell Bell." And I have to admit, the Shell Bell is pretty useful in-game.
