I don't really know. I guess it would depend on stats, moves and levels.

Tropius simply looks better! I liked Tropius in my emerald game. He wasn't that powerful but I liked to keep him anyway:)

Sceptile, if based on the anime. Not so sure about the games though.

Sceptile only has Aerial Ace and the two rock attacks later discussed to damage Tropius super effectively.
Tropius also has resistance to Sceptile's grass type moves. Sceptile may be able to use Bug and Electric moves (Thunderpunch only) but both are resistant to one of Tropius' secondary types (Flying and Grass respectively) Outside that Sceptile has Dragon, Normal, and two Rock moves to take down Tropius without much resistance. (Rock Tomb and Rock Slide deal to Tropius' rock weakness.) Barring that, Sceptile actually has better stats than Tropius, so Sceptile could beat it. |

Sceptile, it would be able to hit first since it was faster so even if they only used grass moves then Sceptile would have the advantage of hitting first. X3

Tropius. It's pretty cool looking and has an advantage over Sceptile with Air Slash. Hell, even the Meganium from the anime chose Tropius.

I'd say Tropius...I mean if it was Tropius vs. Grovyle, then I'd have to say that Grovyle would kick some booty...but it's Sceptile, which I find kind of meh (even though it's Grovyle's evolved form).
