Although I greatly prefer Palkia in general, I believe dialga beats Palkia in most battles.

I would choose Palkia because it learns a wider variety of moves by like 3 moves although Dialga would massacre it.

Even though both are really cool Dialga wins because Dialga is a Steel/Dragon so Spacial Rend wouldn't KO him while Roar of Time would KO Palkia who is a Water/Dragon type.
