The following rules are for TM/Tutor/Egg Moves. Though you still need to request moves in this thread, these are the guidelines that I’ll be using. It may vary with other mods.

Level up moves are learned by level up.

Guidelines
Tier 1 moves: base power 0-40; one per pokemon per RP.

Tier 2: base power 45-90; only 1 per character per RP.

Tier 3: base power 95 and up; only one per character every other RP.

The level a pokemon can use the move is determined by comparison to other pokemon movesets. For moves that are not learned by level-up, the level learned is determined at mod's discretion.

Additional Guidelines

1. Note that “per character” means one move per human trainer. That is, only one of his/her pokemon can obtain that move in a particular RP.

2. For TM moves, characters should obtain a TM to teach the move. As for learning the move, I would treat it like on the movie The Matrix. There, the main character (Neo) downloaded a skill and immediately “knew kung fu”.

2G NOTE: We’re pretty open on how TMs are treated. Also, we’re treating HMs as natural abilities. You don’t need an HM to use the move outside of battle. To use in battle, follow the guidelines above.


3. Move tutor moves should be taught, but not necessarily by a move tutor. They can be learned from other pokemon , watching a pokemon perform the moves on TV, etc. Keep in mind that more training is required to master tutor moves than TMs.

4. For egg moves, they have to be compatible according to lineage. You may want to keep track of parents of each of your pokemon to make sure your particular pokemon can learn the move.

5. If your pokemon learns a move, mention it in the RP Grading post once the RP is finished. Try and keep track of these moves either in your profile, current levels post, or wiki.

6. These rules are NOT retroactive. That means if we already approved of something, you get to keep it.

7. These rules are subject to change. Keep an eye out on new posts here for any updates.

Multi-Generation Movesets

We’re allowing the use of moves across all game generations (R/B/Y, D/P/Pt/HG/SS, etc). That means if a pokemon learns a certain move in one gen and not the others, you can still use it. Also, if it learns a move at an earlier level in one game, you may use the earlier level.

How will it learn the move?: After battling some Rich Boys (one of which owning a pokemon that knows Haze), it begins to try and copy. Amount of RP's needed to develop it can be chosen by you/mods.

Kenz wins, and the rich boys make a run for it. Sending out her best flyer, Pidee hunts them down and grabs the TM from their pocket. By grabbing the TM, Pidee learns the move.
Notes: What would be the power for this move? Pidgey is Kenz's best friend; they've known each other since Kenz was 7.

Pokemon to be taught: ...Wait, you need a Pokemon to teach a move? Elekid
How will it learn the move?: Karate Punch will, hopefully, be there from the start as a result of training. Due to the fact that the Elekid is unable to use Electrical attacks as of yet eventually he'll learn Ice Punch to counter this weakness.
Notes: Nothing much. If I need to make another Request for Ice Punch then say so and I'll do it later on when the Elekid is able to fully use the attack.

I approve. I'd prefer if it wasn't 'Self-Taught', seeing as it is not a move Skarmory learns naturally (which is what Self-taught implies to me.) Sabre is more than welcome to observe the move being used, then mimic it. Or, push comes to shove, Douken could just use the TM. Fly is not an actual combat move in this case, since we're saying that HM skills' field effects can be done by any pokemon naturally. Make sense?

How will it learn the move?: Justin will buy the Earthquake TM with the money he made in his most recent Team Deception job. He'll teach it to Hitmontop, whom will have difficulty focusing it at first, and causes a lot of collateral damage in some form or another. I guess this part depends on the situation in which his first use happens, but I know it will have adverse effects.
Notes: He's level 60, so it should be fine, yeah?

Move requested: Ice Punch, Tutor (Tier 2)
Pokemon to be taught: Sudowoodo
How will it learn the move?: Nate's Sneasel knows it already, and Sudowoodo is a master of Mimic. Sudowoodo and Ninja (the Sneasel) will work together to teach him Ice Punch.
Notes: I don't really know the rules, but I only requested one Tier 2 and one Tier 3. If you can only request one from both of them, then I choose Earthquake.

Unless I'm mistaken, I think it's okay. Since the Tier 3 move will be learned here, you'll have to wait and finish this rp and another before you can request another Tier 3. In the meantime, since you can request one Tier 2 move per RP, then it should also be okay. I guess technically you could request 6 Tier One Moves.

So...

Earthquake is approved. Nice job by you on limiting its awesome power at first.
Ice Punch is approved. Sudowoodo is boss.

How will it learn the move?: The RP I'm in involves a bunch of stolen pokemon in cages. The thieves put the keys to the cages in a safe, and of course they refuse to let anyone know what the combination is. Leafwind opens her mouth to roar angrily, and the dragonbreath technique that had lied dormant in her for so long activates. The dragonbreath hits one of the cage locks, and the lock crumbles because the metal it's made out of is highly vulnerable to that type of energy. They open the rest of the cages the same way.
Notes: If you read my profile, you'll see that Leafwind came from an egg that was a gift from a retired trainer. We can easily say Dragonbreath was a move that one of her parents had.

Denied.

Dragonbreath has a base power of 60, and is therefore a "Tier 2" level move, meaning the pokemon should be at least level 25 before a request for this level of move is considered.

Atop this, the earliest level a non-dragon type pokemon learns this move is Level 31.

I'm sorry, but you may have to change around that part of the story roleplay as well.

Dang. Well, I'll wait until she's level 25, and whatever RP I'm in then, I'll think up another way. Sorry for not paying enough attention to the Tiers thing.

Will this apply for all stages of evolution? By level 25, Leafwind will be a grovyle...

OK, gotcha. I liked the pokemon opening the cages idea, so I tweaked it a bit so it's allowed.

How will it learn the move?: Tropius can't do any super-effective type moves to the Golurk she's fighting, despite being a Grass type. She doesn't know any Grass Type moves! She looks over to another fighting traner (NPC) and sees a Hoppip use Energy Ball. Tropius tries to copy it and it works.

Couple Things: Energy Ball is not a move Tropius can learn naturally (Either Level up, Egg or Move Tutor), therefore, I think it definitely requires the TM.

If you want it for this Starfall Field Storyline, it may not be possible. If approved, Energy Ball will not be usable until Level 32, at which is the earliest level the move can be learned (Deerling/Sawsbuck).

Also, update your current levels thread and/or your profile. I have no idea of Tropius' level. If he's Level 11, he has Razor Leaf, for instance. If he's around level 11, I'd be inclined to let Tropius learn Razor Leaf early.

How will it learn the move?: After Jaima's gym battle, he decides to continue training his pokemon to take advantage of their strengths. Seeing that Ember has Defensive Curl, he does some research and finds that she can be taught Rollout, which has the advantage of doubling when used after Defensive Curl. Meiko's Sandshrew, which knows the move, will teach it to Ember over the course of the next RP.
Notes: Anything else? This will be done over the course of one or two posts, and will not be able to be used in the current RP (Mirrormist at Twilight) or Starfall Field. Also, a quilava does learn it in the 40s, but can be tutored to get it earlyish.

Pokemon to be taught: Mai the Kirlia (woops, lol, not Ralts)
How will it learn the move?: Twila is hurt badly, and she is starting to feel their effects (fever, burning sensation on the wound on her side, etc.). Mai can sense this and starts to become very anxious. As Twila becomes worse, Mai becomes more anxious. Finally, she uses Heal Pulse out of desperation, and semi-heals the wounds on Twila's side and head.
Notes: She would normally learn this move at lvl 25, but I was thinking, given the circumstances with my character, that she could learn the move a bit early? But it wouldn't be as effective until lvl 25 when she'd normally learn it.

Approved. However, Mai can only use it that once perfectly, but then cannot use it again fully until Level 25. Sound fair?

How will it learn the move?: Alex catches an Anorih in Starfall Field just before he rejoins the group as they discover the Steel Temple. During this battle, the Anorith, which, as a prehistoric Pokemon living today, is slightly different to its common day descendant, uses Water Gun to wetten the soil in order to sue a Mud Slap attack. It therefore knows this move.
Notes: I just wanted to make sure this was Ok for it to know it already.

How will it learn the move?: Alex will get frustrated in the battle with the Bronzor that Stryk's attacks do nothing against them. he calls her back, but decides she needs to learn at least a basic ground move to help deal with Steel types. Knowing that both Swamps [Who learns it via level up] and Anorith [who already has it if my previous request is accepted] both have the move, he gets the two of them to start teaching his Starling Pokemon how to do it. She only has very basic ability at the start, but by the end of Starfall Filed (the whole RP) she will have learn it well enough to be able to take out a weak Pokemon with it in one or two hits.

Jaima will, after his gym match, go with Meiko and pick a set of TMs up for his team, to teach them a better move-set for future battles. The first is this one, which he will teach to Fang after the gym match but before the events of Starfall Field. It will be taught to him on screen before Mirrormist at Twilight (Sparkle) ends.
Notes: The first of many, to be spread out over the next few RPs.

In the RP after MaT, a pokemon will be fighting Mercury who her usual attacks have little to no damage against. As the fight progresses, Murdury's anger and fear manifest in the realization of an egg move from her father, a Duscnoir.
Notes: The manifestation of this will take place in the RP AFTER the RP in which Fang is taught Charge Beam, and therefore shouldn't violate the rule against too many moves taught in one RP.

I know the move is a TM, but I think it would be more fun and anime-like if hand-taught.

How will it learn the move?: After returning from the Steel Temple, Douken checks up on all of his Pokemon, Koldo mainly upset (losing a chance to fight a powerful opponent). Upset, he lets his frustration out on some random rocks before a Heracross begins making fun of him. Heracross demos the move against a big rock, and Koldo constantly repeats it before he breaks a bigger rock with it just to prove him wrong.
Notes: Brick Break just seems like a move a Croagunk would have, considering the episode dedicated to them XD

Pokemon to be taught: Rai [Tom's Pikachu]
How will it learn the move?: Tom's Rai is battling a large hoard of Swinub in the Ice Temple. He's managed to dispatch of one, but now, the Swinub have clumped together and are acting as a team, making his only move that will effect them, Quick attack, relatively useless. The Swinub are getting closer and are attacking him, but Rai is evading them so far. he knows he can't keep it up, and, eventually getting desperate, charges at the Swinub, concentrating as he does to try and get a useful attack. The lands a Focus Punch on tow of the Swinub, KOing them straight away. Surprised, he tries again, but it doesn't work, instead making him use Flash. Surprised to see the effect this had on the Swinub, Rai tries Flash again, but fails. Then he realises there are still five more Swinub looking angry and still trying to attack him, so his flails his arms, legs, head around in an attempt to initiate another attack. When he tries his tail, he manages to use Iron Tail, knocking out four of the remaining five. Rai tries to use Iorn Tail again to knock out the remaining Swnib, but it doesn't work, so instead he uses Quick Attack and manages to finish it off.
Seeing this, Rai makes a mental note to try and re-teach Rai these moves, due to how useful they are. In the next RP, set in the Aridana desert after Pokecon, Tom will start this process, trying to teach all three moves again. Iron tail and Focus Punch are replicated eventually but are pitifully weak due to how weak Rai is. When he gets stronger, he'll be able to use them. Rai also manages to get Flahs working again, and by the end of the Aridana adventure, he can use it rather proficiently, and is becomes vital in the final stage of the adventure. Iron tail, and Focus Punch will finally be mastered when Rai reaches roughly the 25-30 level mark. But that depends on your view. [Actually, looking at the levels that Pokemon naturally learn the moves, it'll probably be more like level 40.]
Notes: Iron Tail and Focus Punch I'm expecting not to be used again until about Lvl 25-30. I would like Flash to be used as soon as Rai learns it, which will take one RP hopefully.

These are pretty powerful moves, especially for a pokemon at such a low level. Does he really need to learn all these powerful moves in sucha short time? Flash is fine, but you should choose either Iron Tail or Focus Punch to learn in this series of RPs. Save the other for another storyline.

On learning the move: Having the right parent simply means the aron has the capability of learning that move. What happens in the RP that sparks the learning process?

Coin flips aren't necessary. You don't get to decide whether the attack hits; the defender does. We go by an honor system (according to my experiences): we recognize that pokemon aren't god-like beings and will get hit. Judging from circumstances given in posts, the defender decides whether the attack hits or if there's some way for the pokemon to avoid the attack. Note that this only applies in PvP. This isn't necessary when fighting your own NPCs.

It won't be able to be fully used until Lvl 37. That is, the aron will keep learning the technique until Lvl 37.

According to our system, this is a Tier 2 move at base power 60, meaning that you should only be allowed one request per character per rp.

I think, though, concerning the nature of the move, that it should be okay for Speaker, Drummer, Maya and Record to all learn the move. I think a fair trade would be that you not request any Egg/TM/Move Tutor moves for Seiccan's team for at least the next two roleplays. (Rather than have him teach them one at a time across four).

I think this is pretty fair, so unless another mod thinks otherwise, approved.

Because he has been around a Psychic for so long, his aura has taken it in and he has learned Psychic.
Notes: There may also be a secondary reason: It has been established that Shadow's sire is a medicham. Children can learn TM moves through breeding. While he couldn't learn psychic as a riolu, leaving this method out as the sole method of learning the move, it could have helped.

Notes: Her father is a Dewgong, for reference. I just completely forgot to add the egg move for her when putting her signup sheet together. This is because if a cannibal cracked open my skull and scooped out the brains for a meal, he wouldn't find enough in there to cover a small water biscuit.

He's scared that because he's been getting stronger but not learned any new moves, Adelaide will ditch him for a better Pokemon. While recuperating in the Pokemon Centre in Baccate, he tries new ways of attacking and refines a technique into something usable, which eventually results in Razor Fin.
Notes: This is not a move from the game; indeed, the link is to the trading card that it's from. I'm not entirely sure what it would do, because trying to convert TCG moves into game moves is hard, but here's my initial thoughts:-

Razor Fin
Type: Water
Power: ca. 60?
Accuracy: 100%
PP: 20 (max: 32)
Priority: 0
Damage: Physical
Target: Single Non-User
Effects: None

If there's something wrong with this please say, and I'll try and make it balanced. It's just... Tynamo really does have a barren movepool - literally only four moves - and I think it'd be very in character for him to want to figure out new ways to carry the day and be credit to team, as the saying goes. This would carry over to his later evolutions (rightly famed for having gigantic movepools), wherein that drive for self-improvement hasn't gone away.

It just seems like the sort of thing he'd do, y'know?

I'm actually quite sketchy on this. While a part of me says it's okay, because Tynamo has such a limited movepool, the other part of me says: "That's what you get for starting with Tynamo."

Kam: Approved for immediate use. All of your pokemon are well within the level of learning it, save Razo, who I could not verify.

CCC: I'm going to have to also say no. As you've said, Razor Fin is not a move from the games, nor has it been translated into the anime. With little data on it, it will be too hard to track it's power and such (where as with game moves, we can look on bulbapedia and get an instant look at its capabilities). I realize it has a limited power pool. Other starters do as well, and still others have weak stats despite a nice sized power pool. It's a wonderful (in my own arguably biased-'cause-it-ain't-me opinion) to play with the limits and have it overcome despite them (Such as Diamond and Pearl episode 21: Ya See We Want an Evolution). I believe we have yet to see a character take a weak pokemon like magikarp, feebas, or tynamo, and put the effort in to work it to it's more powerful evolutions. This is an opportunity to be first.

After Baleful Beast ends, Tynamo will probably end up being Level 36. This, plus the levels from winning my first-round match, will be enough to evolve him and give him the ability to speak English. His name, of course, he will pick himself, because a hallmark of Adelaide's personal philosophy is not calling anyone by a name that they did not choose.

His name will be Kaizen, and for once in this thing the use of Japanese culture isn't entirely spurious.

Hmmmm...Normally, I would not allow two Tier 2 moves, but here are the limitations:

Gligar: Aerial Ace is usable immediately (Heracross, Level 10)

Yanma: Silver Wind is approved, but not availabe for full use until Level 25 (earliest user is Ledyba, Level 25. Venomoth is technically Level 1, but Level 1 Venomoth is an impossibility).

Please make sure you include the Father/Mother - Heritage in your profile.

Hmmmmmmmmmmmmmmmmm.

The earliest available the move can be used is at Level 29 (Pinsir). Sceptile can learn the move at Level 16, technically, but you also can't have a Sceptile until Level 36.

Blade may begin to learn the move now, but will not master it or be able to use it to its full power until Level 29.

How will it learn the move?: Realizing that his team wasn't strong enough to win battles outright, Scott decided to go with teaching support moves and finding creative ways to use them to break the strategies of his foes and make battles easier. How will it learn the move?: Same general thing as Scarlet, but Ebony's different personality warranted a more aggressive support move that the Eevee could use as a decoy for his attacks or for Covet strikes to steal things. Like Scarlet, he learns the attack prior to the next roleplay but is much less adept at actually using it.

Pokemon to be taught: Ruby (Vulpix)
How will it learn the move?: As Ruby is Scott's go-to for battles, Scott gave her an actual attack TM. Her skill was not nearly enough to use higher-end fire attacks, however, nor would she be able to use Dark Pulse (his second choice) anytime soon, so Scott took a bet on Hidden Power instead. The move allows Ruby to draw water out of her surroundings and form it into a ball which she then launches at the opponent. Unlike Scarlet and Ebony, she will enter the next roleplay essentially unable to use the move, and will learn it during the course of the roleplay.

How will it learn the move?: Mutt's father was a Luxray, so he inherited some of his electricity-producing capabilities. Discovered by accident at some point during a battle, maybe when Mutt chomps down and inflicts paralysis on the opposing pokemon.
Notes: I'm thinking this might warrant a level restriction, like unusable until level 13 or something.

It seems the earliest Mutt would be able to learn Thunder Fang would be 20. HOWEVER, I'm willing to let it be used immediately if the move is not used to its full potential until Level 20, or until Mutt evolves into Mightyena, whichever you decide comes first.

How she will learn the move: After evolution and with Scott still hanging around the Ranger Station as it moved into the final stages of construction, Scarlet got bored and began playing around with her psychic powers. After figuring out telepathy, and then teleportation, she started trying to move other objects with her powers. While she did succeed at this, she could only move very light objects short distances, so Scott bought her an older model TM to teach her the secrets of telekinesis.
Notes: I can't guarantee this will always be used the way it was intended (to reduce the foe's evasion). I mean, the possibilities for telekinesis are endless...... she might even go so far as picking up a stick or stone and bashing someone else with it when she's mad or something. But barring an extreme event like that, she'll mostly use it for immobilizing/slowing her opponents and opening doors/turning on lights/getting food that is out of her reach/other basic household actions.

How will it learn the move?: Since the Grand Invitational, Vex has been obsessed with the Thunder Punch technique he managed to perform back then. During the retrieval of Jill's pokéball in the caverns of Mt. Carrelo, he will keep on trying to use Thunder Punch although commanded otherwise, and when the situation eventually requires for it, Vex will release his full-power move on the unsuspecting residents of said cavern.

Jill will discover Vex's ability to use Quick Guard after the chimchar uses it to deflect the newly-caught Noibat's Wing Attack during a preliminary training for the Arasam Contest. As later on will be revealed, in probably another Rp, Quick Guard was a move Vex was taught by his previous owner, her brother Nathaniel.
Notes: The father is Hitmonchan, so I just added all the moves at once, because yours truly tends to be forgetful. Anyway, Counter and Fire Punch will be learnt in other Rp's though, and Thunder Punch was used during the Grand Invitational, so with your approval, I'd like him to start perfecting it.

Move requested: Iron Tail TM23 (from Gen4)
Pokemon to be taught: Ruby, level 28 Ninetales

How will it learn the move?: From an old TM Scott managed to acquire for cheap while he was going through therapy in the hospital after the events in Fidona. Seeing that Ruby had a habit of wandering off and sometimes even got into fights while he wasn't around, he decided she needed a way to protect herself. Despite already owning the Protect TM for Scarlet, that wasn't really Ruby's style, so Scott needed something else for her. When he saw someone selling an old Iron Tail TM, he had a curious thought- while the steel tails would make for an interesting new style of attack, could that same tail armor also serve as a shield for deflecting attacks by wrapping the tails around herself? Doing so would probably reduce or eliminate her ability to move, but with practice she could easily make a steel wall to block many kinds of physical attacks, then swing the tails outwards in a quick counterattack. Or at least, that was Scott's theory. He has yet to really test it.

Notes: The earliest a non-Steel type learns the move is level 40 (Onix), but I'm willing to heavily nerf Ruby's ability to attack with this move by saying the tails are simply too heavy for her to swing around with ease. She simply won't be able to hit a target in a 1 on 1 against any Pokemon that can move in any slightly unpredictable fashion, and even if she does hit she won't be able to swing the tails very fast, so there won't be much force behind the attack. It's mostly intended as a defensive move, and even then it won't be able to prevent damage from attacks using any kind of energy (ranged attacks mostly, but also physical attacks like Zen headbut or any physical electric/water move). Mostly, it'll stop things like Tackle or Wing Attack or Take Down, that use just the user's strength and/or weight to cause damage.

Name of Character: Amber Harrison (same link as above for levels)
Move requested: Aerial Ace TM40
Pokemon to be taught: Luna, level 18 Absol

How will it learn the move?: TM. Luna's role is to be able to deal heavy damage to as many kinds of foes as possible, and since both Amber's team and Scott's team lack a flying-type move entirely, the extra damage potential paired with Aerial Ace's outstanding accuracy ended up being too tempting for Amber to ignore.

Notes: A few non-flying Pokemon learn Aerial Ace at level 10 or lower, so level shouldn't be an issue here.
