It allows you to see the true form of the eggs that your Pokemon produce in the Daycare.
For example. If you have a Typhlosion and a Blaziken breeding, and you have a Silph Scope. You will be able to see the egg designs and determine which one is the Cyndaquil egg --------------------  |

There is no way to tell if an egg will produce a shiny pokemon by just looking at it, even if you do get the scope. The Silph Scope lets you see the design of any eggs you produce in the daycare, like the shelter. It doesn't let you see lab eggs, because it gives you a discription.
