Unable to do an Exploration |

So, the last time I did an exploration was in May of 2016. I haven't been active until a couple days ago, but I wanted to do an exploration and I can't. I have all the requirements as well. When I check on my phone it says I don't meet all of the requirements when I do? I don't have on active either so I don't have the slightest idea what's going on.
