Would it be against the rules and incur a penalty to use one?

In case you're unclear what i mean by "hatchery", it's the same thing as a DragCave hatchery.

Something like that is OK, and you can post newly-obtained eggs here. In general, you cannot make click-begging posts here, and you cannot make webpages solely for collecting egg images and generating massive numbers of views.

What can cause a website I run to be blocked?
Here are some main website ideas that we do not approve of that can cause your website to be blocked:
-A hatchery (a website where users add their Pokémon to a database that displays a bunch at one time to accumulate views for many at once)
-Any other form of automated/mass click/view exchanging
-Complete egg guides
-Stealing our layout or custom images

That's exactly what i had in mind shakefist.gif Would a forum or blog dedicated to posting your pokemon be considered such a website?

No, i don't think that would be any different than posting your pokes in your sig on a regular forum...

The problem comes with websites that up the views automatically, because it does the job without you working for it.
But a regular forum/bog, it wouldn't do any more than just posting the pics regularly, like we do anywhere else...

To me it's fine, but i guess an official thumbs up would be better... ^^'

That's what I linked before, on Livejournal. The key difference between a blog and a website is that, most times, blogs have set limits on how many posts can appear on a page, so natural activity would push previously posted images off the main page (that's why one of the rules for the LJ community is to only make 2 posts per day, so that one person doesn't spam the community and rack up the views).

On a little side-note, would it be acceptable to create a museum displaying all pokemon I've obtained? The pokemon displayed are not in my party, and therefore won't gain any views or experience, so i just wanted to make 100% sure it was acceptable.

If you were to make a website of those Pokemon, however, it would probably be taken down, because there'd be no stopping you, or anyone else, from later on switching those Pokemon back in to give them views.
