i bought a shiny novelty voucher from the coin event and i cant obtain zergoose from it literally the only reason i bought it and i couldnt find a list anywhere that said it wouldnt be available with it i wouldnt have bought it if it was made known i wouldve kept saving for the legendary one instead....

It doesn't include the admin novelties: Dracowymsy, Zergoose, and Bidofo so that the Office Wars achievement is still earned without vouchering it. That is why the "Almost any novelty" is included in the description. It's been asked on the forums/Discord before and the Discord is accessible to ask any questions in. I see your point though, will ask about the description of the item to be updated.
On the bright side, it's still a really cool item and they'll be more opportunities to earn the Sh. Legend Voucher again.

i searched the forums and couldnt find it, but i also dont use discord its a great item to have but it should have like a list option to avoid confusion i thought it meant like curruptable eggs like primal dialga, fake groudon, etc. i wouldnt have thought bidoofo dracowymsy or zergoose

EDIT: i also searched the forums after buying it because again it doesnt read like those would be excluded to me

For what it's worth, a search for "+voucher +zergoose" turns up several posts giving the same answer Level-X did, recurring regularly all the way back to when the Sh. Novelty Voucher was first introduced in 2016. Which honestly is a point in favor of Level-X's suggestion to specify it in the item description, because evidently it's a perennial issue.
